President Elect TIM LUZADER introduced PDG BILL BATT, who was a delegate
at the 2010 Council on Legislation.
In 1970 this group changed from an advisory
body to one that makes decisions on changing the constitution and bylaws.
Starting in 1977 the Council began meeting every three years. Past District
Governors from all districts meet in Chicago. This year 36 of 227 enactments
(actual changes to the constitution and bylaws) received approval. Of 93
resolutions (suggestions to the Board of Directors and the Trustees), 19 were
adopted. Changes include a dues increase of $1 each year for the next three
years; E-clubs; a 5th Avenue of Service called New Generations; making the
immediate past president an officer on the board; limiting excused absences to
no longer than 12 months; stating that membership is not limited due to sexual
orientation; and changing the phrase to "One profits most that serves best."
BILL also reported on our Eradicate Polio campaign. The good news is that
there is a large reduction in the number of cases of polio in the countries where it
is still endemic, Nigeria, India, Pakistan and Afghanistan. We must continue the
effort to eradicate the virus or it will be everywhere again. Our club is meeting
the goal of $16 per member per year to fund the project.
